Do you have to buy the weathered versions and somehow upgrade or two sets and one costing much more?

So enlighten me as to what the "good" kind of long term is? Long term only comes in two flavors...time sink or RNG. Sometimes both. This is actually very similar to the FFXI Trials of the Magians.

Just for that i will get the whole set , find ya in game and dance around ya XD.
But then i am in a progression group so ill highly likely be donning the new high allagan gear. Still i think the caster set from soldery is cool, raining doom on dudes and humiliating them with the way you dress. i doubt the male version of it will make you wear a tutu.

Does anyone know who drops the "sands of time"?
IF the XiVDB is correct, we going to need load of those sands to upgrade the Weathered items to 110

Here's the cleaned up list of new tome/special item vendor list. Wish I knew where the ...of time stuff came from. I'm assuming the "unidentified allagan tomestone" will come from coil too, so both 110+ weapons come from coil.

Didn't the devs say that Leviathan Ex drops weapons and something "very powerful"? So it could be that or if not, then it must be a random drop from Coil 2.

3 weeks for a leviathan/Laevateinn weapon, you need 1300 soldiery points ( 450 cap / week )
fastes to get a good new weapon are 12 fates for the atma relic with ilvl100 and then 9x1500 myth for the animus relic.

the complete leviathan/Laevateinn is better, but it need lot of time and points that cant be pushed in other gear

So atma is from "Up in arms". Where do we start for anima?

You still need to complete all 9 atma "trials" to get the new relic to it's highest current stats. Each trial has 4 categories; Enemies, FATEs, Dungeons and Guildleves. It's not going to be quick by any means unless you play an extraordinary amount of hours.

The Leviathan weapons are potentially the fastest of the new ones to get, just epends where both the weapon and the mirror come from.

I don't think this is right.

As far as I can tell, you need a base weapon + "Mirror of the Whorl" (an item) for your i100 Leviathan EX weapon. Eg. Wave Codex + Mirror of the Whorl = Tidal Wave Codex.

The one you're talking about is the Gerolt's masterwork weapon, for which you need 1300 soldiery tomes (10 tokens at 130 each), which is i100 by default. That will take 3 weeks, like you stated. You can then upgrade it to i110, having the base weapon + an item called Sands of Time.

you first need the atma quest done, then on a npc in the near of gerold i think

Its the following quest "Trials of the braves". You need to finish your atma relic first.

then you can upgrade them to the Laevateinn with oil/sand

seems so we can only buy 100gear and lvl it up with oil/sand to 110
only coil drops 110 gear and 115 weapon

but we see later if xivdb is correct

I was tackling the "Leviathan" part of your post. Nothing indicates that Leviathan weapons will take 3 weeks, them requiring only the base item + Mirror of the Whorl, which I stated. I also stated the exact same thing in my post about the Gerolt's masterworks taking 3 weeks to obtain (which the Laevateinn for instance is, for the BLM), which you then re-explained in your post directed at me.
