That's honestly what I was expecting in the very early days of 2.0 info because they kept mentioning a token system, they also mentioned how token gear would be weaker than dungeon gear too though I guess that's finally becoming a thing. If anything at least a CT like system would be better, if you didn't roll for an item in a turn you aren't locked out of it but also can't progress into the next one until you get an item but we'll see, don't really have much faith it'll be any different this time.
