What a lot of people don't understand is that the voice actors themselves aren't terrible...the DESIGN is.
The cutscenes weren't made to be a conversational dialogue "movie" for us to view..they're more like a book being acted out, if that makes any sense. The dialogue is very artificial (not even talking about old English vs modern English here). People actually don't talk like that in real life! It's the same for any fiction book you pick up. The dialogue may seem convincing, but it will always be unnatural and artificial in print/text.
So as a result of the design of the cutsecenes themselves, it sounds more like an audio book reading than an actual good "acted" cutscene. The awkward movements, the body language of the models interacting also take away from it; the cutscenes on a whole don't feel natural at all. The actors themselves are limited by this and as such, aren't at their best quality. And this goes for all languages, not just English. Not even the JP audio matches the mouth movements.
What the acted cutscenes need is a proper script, which is different from prose/fiction story telling.
I tend to mute the game during voiced cutscenes, sadly. I can't really pinpoint a specific reason I don't like the voicework, but there ya go.
