"Meets the requirements" means the game starts up and works, but nothing about how well it works. That's all.

Just throwing in my experience here, I have a 2-3 mbps (on a good day) connection and live in a very remote area of the world where it is a 6 hour drive to get to the next town. That said, I highly doubt this is your internet connection based on my experience. Even on a slow day I load zones within 10-20 seconds. Not saying that it couldn't be playing a factor in your situation but to me your loading issue seems more like a hardware issue.
I've seen the long load screens too, sometimes over 2 minutes, usually on Monday evenings. All 8 cores spike up to 100% according to the sidebar widget, but my ping to the server stays the same as it usually is. Makes me wonder if something is starving a thread.
Most of the time though, I load normally.
It's kind of silly that the UI for the Duty Finder won't pop up in loading screens. Is there a text command to accept your duty?
It happens to me aswell, even when I enter a dungeon. FC friends usually laugh about it calling me "Cutscene Viewer", even though all I'm watching is black screen and loading icon.
I'm pretty sure it's a hardware-related issue. In my case, I'm running the game on a Core 2 Duo and no SSD (5-6 years old rig). However, in my humble opinion, it wouldn't hurt anybody to extend DF pop-up window to 50-60 secs, even though it seems there are so many people unable to deal with waiting times longer than 2 secs...
PS. There's no need to laugh about my rig. My self-steem is not linked to any object.
