bad healer is bad
I haven't played my Conjurer up that high yet, but so far healing has not been an issue.
Up to this point it's all about handling when and how to heal.
Sure it happens every now and then that I get some Mob attention but having a proper tank help, get your character close to the tank without getting caught in AOE and have the tank pull the attention away.
I think the main issue a lot of people have is that they cannot balance the DPS and healing to a level where they can do damage and heal without pulling mobs.
From what I have learned from my more experienced FC members is that tanking gets easier die to the new skills given later in the game.
So I would assume with this info that pulling agro would become harder for the healer.
Try not to over heal, and keep DPS balanced, both for threat and for mana consumption.
It is not about hard or easy, it's all about Fantasy Fantasy alike game which shall be playable!
See, in most triumphant Final Fantasy series game there is ATB system implemented and works just fine.
In FFXIV words that means: you basiically have GlobalCoolDown as time sink and MP cost as 'action payment'.
Now, WHY is there Casting Time involved? Please, give one a reason for practical purpose of that!
Since any mobs / PCs are on AutoAttack 'ride', there is no reason for that! Or, have you seen any mobs
actually 'casting' something and you could interrupt thier 'spell actions'?!
FFXIV:ARR right now is not FF like at the moment!

Please remove casting time, at least for heals :).

Surecast/swiftcast for interruptions.
The only healing skill for WHM I find pretty much a lack of using is Cure 3 only cause the aoe effect if its on the tank the rest of the members have to be butt close to get it.
P.S You can interrupt mobs/boss casting. Yes they DO cast SKILLS. AlBhedMoog you obviously haven't got very far D;. Its called Ifrit, Chimera, etc. Casting time allows more skill to be involved in playing and rational thinking on certain situations.

Swiftcast is really good for Raise/Ressurection, that take very long to activate and sometimes you do need it quickly, but I don't think it's wise to spam healing spells because you pull hate to yourself and that would only get worse with Swiftcast having no GCD.
And maybe I didn't understand well, but isn't ATB much like the GCD? I mean, I've played many games with ATB and they were like a bar telling how much time your character have to wait to take next action.
And like someone else said, enemies also have GCD and casting time.
Final Fantasy 4 had casting/charging times for all spells and skills. Final Fantasy 8 required you to wait for your Guardian Forces as well. Final Fantasy X-2 (As much as people hate it) also had spell cast/skill charge timers. Final Fantasy 12 as well, though if I remember it right, they were all the same.
Ergo, cast times is absolutely nothing new for the Final Fantasy franchise. :p
Uhm yes, I guess you haven't interrupted many eruptions on Ifrit then (just for example).
Tbh, I think I am not really understanding what you are saying because removing cast times from heals surely can't be what you are saying... How easy would that make things? Sure you mean something else..
