Innovation is only +50% control from your base, not your boosted Inner Quiet control value, or so I'm told (don't have it yet).
Nvm, Gamemako covered it. I definitely prefer Great Strides in theory, but I'll have to try out Innovation when I get it.

Great Strides > Innovation > Ingenuity II (For 1-2 star) Otherwise Great Strides > Innovation.
