In the original FFXIV CE box art, there was some debate as to whether it was Siren or Garuda on the cover (if Siren, it would point to her being rather important). There was also some speculation then that she may have been the source of the Echo. Since we don't know what the original 1.0 plot was fully supposed to be, who knows if she once had a more important role in the story. The fact she has such a nice model seems to hint at such.Quote:

Possibly.
We know they originally had primal-related plans. And we know that in the realm reborn main scenario, Garuda was considered the most dangerous of the primals.
But we'll never know for sure. -

According to the info provided for the new dungeon Pharos Sirius, the final boss will be "a siren" (like Gethyn said), certainly the same as the quest. There's no indication that she is an unique creature but just one of many.
I guess we will know for sure in patch 2.1 while we run that dungeon. -

Dropping some 1.0 knowledge on you. Sirens are indeed a species of monsters not Primals. She is not unique there are many sirens they are just typically seen alone, assuming you live to tell the tale. The siren you encounter in main story grew bolder after the calamity but has been in the area for quite sometime. Intact she is aluded to in 1.0 although you don't directly meet her. The final armorer quest in 1.0 is about sirens and freeing a group of people from her. Mimidoa the Lalafell you meet in 2.0 to combat the siren is formerly the armorer guildmaster in 1.0. In the final armorer quest of 1.0 you have to craft him a pair of ear plugs so you can visit the siren's island(they are sdoesn'tame pair he used in 2.0). On the island you and mimidoa are deafened , all sound is turned off and you can not actually talk to npcs your there to save. Needless to say quest ends with getting everyone off the island before you draw the sirens attention, Mimidoa thanks you for the help but is uneasy that the siren will return again as she does in 2.0.
EDIT: Forgot at the end it turns out it was a group of girls pretending to be sirens. Thanks catapult.
