All the servers were offline, and when they come back on, everyone tries to log on at the same time. They limit logons at those times to prevent the lobby server from crashing. That's what the error code means and this has all been explained.

When you see the error code it is because they have closed the lobby server to prevent it from crashing. If you can't get into the lobby server you can't get a que.Quote:
