I've been having some intermittent lag issues lately (rubberbanding, general lag, etc), and I can't recall things ever being like this before the most recent maintenance (9/16 12:00-2:00 AM PST). It could just be a coincidence though, since I see some activity on the other machines connected to the router.
As for the ping, since I began checking, it's always seemed to be, at best, roughly equal to the Japanese servers, but never obviously better as you'd expect.
I don't know much about servers and whatnot, but given that they just monkeyed with them last night, I wouldn't rule out that they did something to cause this (if indeed your issues just appeared today).

Anyway here is your problem:

That router is choking.
To test your connection tracert to your destination and then ping a hop close to you.
eg ping -n 100 <close hop>
You should get low pings and no packet loss.
Pinging elswher will only tell you there is a problem. You probably already know that.
Now I'm pinging 114ms to that US server, and tracert shows hop 9+ at approximately 110ms for all values.
F that, when do we EURO's get actual EU-servers... even our ping is FAR better to the JP servers than to the NA/Canada one.. pathetic! Fancy seeing "connection excellent" and logging it to see 5 sec lag on skill execution.
