I do have to wonder though, if my aging PC has anything to do with it?
While I do see people with state of the art machines reporting lag issues, never to the extent we seem to be experiencing it.
I get anything from 20fps in towns/fates or starting zones to 40-60 fps when the area is quieter.
Just got back home. As suggested I ran a netstat -o while I was logged into the game (sitting at the inn in Drybone) to find the IPs, the canadian server one appeared to be 199.91.189.26 (there were actually two of these showing up with connections as established on two different ports.) The other one appeared to be 124.150.157.158 .
Below is a picture of me running tracerts to those two IPs. You can tell it's me because of the catgirl ears and the lance.

Everything looks fine from what I see there - one star for Canada server's hop 7 and the standard 100 MS jump between LAX and the land of the rising sun, but also note the time, 3:19 AM is when things are fine anyways for me here. I'll run it again tomorrow during prime time and see if / how those numbers change, it will be good to have this as a comparison just in case.
edit: Side note for Will01, i'd be more tempted to believe that it's a hardware issue if I weren't able to play at max graphical settings on Zeromus server just fine. Unless it's an issue with the combining of modest hardware with large server population ... hard tellin' for sure though. My FPS right now in Drybone is about 30 with my face in the corner staring at a wall, 25 standing out in the open with a few random people, 15-20 panning the camera around or running. Honestly as long as i'm not raiding, anything over about 15 is fine for me personally but I imagine once I hit endgame I wouldn't mind seeing that go up a few more.

xo.net is coming up as "lossy". You actually might have something there that is actionable. Might want to give your ISP a ring on this one.
SE is dropping the ball totally...kinda mad i had faith that the game would load properly ?? making doing fates very unfun when i cannot hit anything and the mobs load up...dead. what a waste of 80 bucks the the CE...and another waste of 78 bucks on the 180 day sub. IF this horrible game breaking bs isn't fixed by then I will not renew and i don't see how many more would put up with this frustration ...Elder Scrolls online she be hollerin'!
