Adding players in an in progress primal fight wouldn't solve anything. Does anyone know a healer or a tank who queues with the "Join party in progress" checkbox checked? From experience in other dungeons, in progress parties are almost always disasters; half-empty parties, low timers, multiple wipes (so you can't be sure if the problem person is still there or not).
I'm a dps and I don't even queue in progress anymore. Why would a tank/healer with instant queue ever bother with a subpar party?
For the longer leave penalty, it would just cause more griefing (early pulls, MPK) or simply just disconnecting. It takes 15 minutes for a disconnected person to be "kicked" out of a party and get a leave. At that point other people will have left already because it simply isn't doable with 7 people.
EDIT: Also, the main problem for so far has been that the duty finder just pulls people from the 3 roles and puts them together without any rhyme or reason. On Ifrit, I could always tell a wipe before even starting the fight just looking at the party composition (not even gear since gear's pretty damn irrelevant for Ifrit). I don't think I've ever managed to clear the nails without a SMN/BLM in the party. 2 warriors is almost always a clear sign of a wipe, too. With a "smart" duty finder that wouldn't put 4 melee DPS in one party, I'm pretty sure 99.999% of my wipes and leaves would have been avoided. I can't really comment on Garuda though as I haven't done it (and Titan DF sounds like the worst idea ever).

The solution is simple, why can't SE allow players to join primal battles ?

Well, if they take your advice on the harsh punishment, then I think they should also allow vote-kick. If the entire party votes to kick you out, then you should receive that punishment. Will it get abused, maybe, but nothing is perfect.
