PDT = Pacific Daylight Time
PST = Pacific Standard Time
PDT = PST+1
It is 5:15 PDT now. It's 4:15 PST now. You have it backwards because you're thinking the "S" means "summer."
All the announcements are the same. 3:30 PDT = 10:30 GMT. Servers actually went down around 4:30 PDT / 11:30 GMT. It was off by an hour, and it doesn't matter where you live. UK announcement says 10:30 GMT, French announcement says 10:30 GMT. All of them are off by an hour from when it actually started, and none of them are showing different times.
Edit: Actually just noticed it says 20:30 Japan time which would be right. So maybe the whole issue is them converting everything wrong from Japan time?
Edit 2: We still use the Imperial system for measurement!
