I though this was suppose to be a modern MMO?

I'd rather have no voice acting in the game if it means that they're able to release content at a reasonable rate. Look at swtor where they full voice everything and how much that drags things down. Without voicework it's much simpler to just drop quests or content in the game so hopefully that's how it goes.

It's actually not that expense unless you use well known actors, its a lot more expensive in Japan though because of the anime scene.

I noticed the lack of voice over at first but I'm used to it now. I read pretty quickly as well so normally I skip the voice over once I've read what they are going to say unless something important is going on.

Well I know I'm not too far into the game yet but I've noticed that there are definitely alot of filler quests and cut scenes that really don't require any voice acting.

No, I don't think so. Cost and also the "Oh wow, this is a special part of the story"

I know when I am in a cut-scene and I start hearing the NPCs talking (in Japanese because subs > dubs) I know it's a crucial part of the story and I pay extra attention, to the extent that I won't advance the English subtitle until the Japanese version is done.

Oh boy, the "changes" in the subtitles sometimes make me want to cry. The Japanese text is just so superior.
