Birds, boats and player homes, yes. Those aren't exactly environmental effects. Wave crashing animations however, can easily fall under that category.

I agree it's just so empty and dead absolutely everywhere. And not empty and dead in an atmospheric, breathtakingly beautiful XI-kind-of-way but just empty like a new warehouse where SE expects us to care about this world.

As for these questions, make the game DX11=) and optimize the engine a bit more and they could have all these things.
