If it does, it's called ghosting.

I can't rebind to that hotkey either, don't know why. Kind of annoying since that's what I use for my pet bar and basically I can't use that one ability because of it.
I'll be testing for this ghosting issue tonight. If it turns out that is my issue, I'll be taking my G710+ back for a refund. It was too expensive for any ghosting to be acceptable. I'll be replying to this post with my findings, rather than editing my first reply.

I finally got around to testing this out with my Logitech Gaming Software. I was able to program Control+Shift+0 by simply typing it into the multi-key config (the same way you type it in in FF14). This verifies that the issue is not caused by ghosting. Once I had a key configured for it, I tried using that key to enter the combination in FF14's keybinds. The game still ignores the zero.
This is now verified as a game-related bug on my system.
I believe it is just FFXIV that this is on because I have the same issue :/

try pressing ctrl shift and 0 on there at the same time. Your keyboard may have a ghosting issue where it does not recognize those buttons being pressed at the same time.
Actually, I found the answer, for me at least. It was a conflict between FFXIV and Microsoft IME. I'm guessing all of you above are using IME to input different languages, which would be set to Ctrl+Shift to switch languages. If you clear this assignment, Ctrl+Shift+0 becomes available in FFXIV.
