I have this problem as well, except the RECEIVING goes down to 0. My sending is always working fine.

Also having these problems, running the game at max settings and 60 fps, but sending goes to 0 and receiving stays in the 1000s

Having the same issue, there is no problem with my ISP or computer. Issue only started yesterday after a couple hours of play time. Now it is continious, does not matter if I restart or not.

Most likely it is a problem on the servers end.

I'm beginning to think its a server problem, some zones seem to be hosted on a server that some ISP's have problems with.

Definitely a server problem.. Created a new character on Ultros and another JP server and didnt have any issues. My main is on Coeurl and was having extremely high receive pings.
