That makes no sense. Restricting post count doesn't make people prioritize happy thoughts.

It does seem rather odd that there is a post limit lol, but I guess since they are tangled up with early access it kind of makes sense. You wouldnt want them taking more time getting the forums back up and running and slowing the game progression down.
I'm guessing it's to prevent news from disappearing and a flood of new threads with questions easily found via searching. It's launching this week, going to be a LOT of activity here. They have to enforce some sort of restriction or it'll be impossible to find useful information and all we need to do is look at gamefaqs for their floods of threads with the same question...
I can understand limiting daily posts to deal with trolls and keep the clutter to a minimum but to limit based on in game level is just silly.
It doesn't make people have happy thoughts, but it does cut down on the number of threads that were getting posted every second such as...
-Why I think ARR will fail/succeed
-Grass
-Immersion
-Make FFXIV F2P
-Bring back 1.0
-Where's my FFXI 2.0
-I haven't gotten my early access code/ My code's screwed up.
-Battle system
-Gear Swap
...and the list goes on and on and on.
Seriously, before the restrictions were put in place, every time there was an issue, new dev post, news, video, etc. there's at least 10 new topics being posted about it every 5 minutes. It was seriously just that bad and if people really can't control themselves, like they proved thus far they can't, the devs have to do something to keep the forums manageable.
