I think non legacy Gilgamesh was the highest pop in phase 4 and I think leviathan or behemoth were right behind.

I try not to be mean, but sheesh people, its so damn simple if ya just read what the NPCs say and then look at your map, maybe explore a little too. And for the record, I will never tell someone exactly what to do or where to go, but I do give hints like, "look at your map" "explore where you havn't yet" "reread the quest text" ROFL

If you do go Gilgamesh you should prolly expect a queue time since it is currently the largest non-legacy server as stated.

I like the medium sized population servers.

No complete lag fest during fates and no queue'ing but still plenty of people to be all buddy-buddy with

Odin appeared to be quite busy during OB and there were plenty of helpful players answering questions etc.
