This idea has been popping up a lot in the forums. I have to say that personally, I support this, or something similar that allows for individual customization.
However, I also have to say that I'm afraid that this kind of system will not be used as it should be. I'm afraid that pressure from end game fanatics/mechanics will cause everyone to 'customize' their character the same way. I just see players not getting party invites unless they have a specific skill set, or specific gear.
Anyway, on to the main topic, I do like the idea of questing for spells. With all the changes they've made to the leveling path, battle system, and pretty much the entire game, I think that we'll have a good mix of different options. Some quested spells/abilities, some that are granted automatically, some given to us in ways we haven't thought of yet :)
Ahh, you mean questing for the sake of questing and getting something equally rewarding out of it. Not necessarily questing for skills that are necessary to the job. That's not a bad idea. Maybe like a relic spell? Well, on the other hand, that'd make people segregate each other due to lack of said spell... Maybe not make it as hard as relics? Hmm... this requires more thought.
