A slower paced level up system if the world has enough content to progress through without needing to rush to the endgame to see yourself immersed in the experience is the way to go, so I really hope Yoshi has crafted Eorzea in 2.0 in this kind of world, in which double experience periods would only ruin this goal, so, no, I hope no double exp periods are given or planned.
Double drop rate weekends on the other hand....
This is something that only F2P games typically do- they're probably doing it here to drive reactivations prior to the new expansion release (e.g. here's a chance for you to catch up a bit)
I remember the first quote of Yoshi, saying they left PL as a "gift" to 1.xx players, but that leveling a character in ARR would be a slower process with a different exp curve and that PLing won't be allowed anymore, but I didn't read anywhere this other thing you say, can you please provide the source?

Ugh... I really can't be bothered to look that up again. Iirc, the first was said in one of the interviews that came soon after 1.0's shutdown or in the live letter, while the latter I think it was on one of the interviews that followed Gamescom, where he said he didn't oppose to the concept of PLing since to him it was just another form of player interaction, so he was against removing it or something like that. I think both must be buried somewhere in Reinheart's translation thread.
