I agree with you, Ladon. Enix do have limited resources and it would be a dreadful shame if game content suffered as a result of an improved creation system.
However with that being said, one of the main pulls of FF MMOs is the attachment to your character. Many players don't treat their presence in game as a visual avatar, they treat like they would their own physical body! This is a big pull that Enix has a monopoly over due to only needing one character to experience multiple aspects and the entirety of the game's story line.
Hell, I imagine players make their own stories through their intense experiences through party-based content! Aren't Enix really proud of their storylines? I'm sure they're always trying to push them on us and draw in an audience that would appreciate them to their fullest.
Whilst stories don't particular matter to me, my appearance outside of the game does. Why would this change for me in-game, too? I'd like to point out that this comment is horribly contradictive in regards to my last comment!

I'm sure there's a balance out there between quality in both game and creation.
