Cederwood? Elementals linked to forests? It definitely isn't a coincidence, since RMT also hang around Drybone and Emerald Moss and there hasn't been a bunch of elementals around there, yet anyway.

So were down to what 6 camps (not counting grid) that are free from atomos, garlians, and now elementals?

Pretty much. They could have used any mobs but they've used elementals.

The only other thing I can think of is 'The wheel of disaster' quest.

SE needs to make this shit sight aggro. True sound is pretty lame.
