The game is gear gated to a degree (e.g., Minimum item level), but I think what the OP is getting at... Is that the gear gating is only surface level.. e.g., if you want to take a 7 1/2 month break and return for the next savage, you don't need to sit there and do old raid content for it, since crafted essentially acts as a 'power' reset.

I'm the OP so i'll expand on what I meant. For context, I came from wow and quit during early mop and ended up with an arr beta key. Basically i've been playin ever sense. What I really meant by "gear gated" is that savage isn't designed with you needing to buy additional tome gear or "catch up" in order to prog. You could just have crafted gear and the ex weap and clear the tier. So a veryyyyyyy low barrier to entry. I think it'd be super cringe if say for m11s or m12s, you had to be like ilvl 780 or something to even be able to clear. Thankfully this isn't as thing. Being able to clear the tier week 1 is one of the main reasons I play.
