Whether it's a 'mod user' or a 'data miner' is irrelevant to be honest, you're basically just playing a game of semantic definition...
How widespread it is, is just indicative of the sheer lack of care for anything that falls outside of their arbitrarily defined 'So long as it doesn't affect other players' scope.
It's pointless requesting this from players, when they are just behaving within the confines of what Yoshida 'permits'
This is like trying to ask scam companies to stop sending us all phishing texts and emails, or trying to ask sketchy sites to stop creating fake clickbait so they can earn ad revenue...
Pure definition of yelling into the void. There are always.. always going to be people who do this sort of thing (whether it's the dataminers or the modders using and sharing the datamined/modded content).
This basically goes back to the very first time a competitive game was played in the history of the world, and one second later the first time someone found a way to cheat O.o
