Essentially, there's a long-standing theory that the Garleans were genetically engineered by the Allagans perhaps as some kind of slave race. There's never been especially strong evidence for it, but by the same token, there's also never been evidence against it. Including the fact that, yes, we have never seen a Garlean from the First or Ninth. Even from the place where we'd most expect it, the First's Cid equivalent.Quote:
