There needs to be a system that gives people who are doing 0 damage or not participating enough no rewards at all for the duty, other than vote kicking.
At the very least the auto-afk timer could also apply to damage.

Give people EOMM experience at this point. EXP based on how much you participated. If you did not do enough damage to make the minimum threshold then 0 exp and 0 tomes for no participation. It should be a relatively low cap so people can't complain about not reaching it but enough to where participation will be required for it
