3-28-2011 1.16a patch notes

Well calling it 1.16a would make it seem like there was never a 1.16, since 1.16a would be the first part of patch 1.16, which we already had. Calling it 1.16.1 or at least 1.16b would make more since

Not sure how adding SP/XP for quest mobs is viewed as useless under any definition of the word. I kind of wish I hadn't blown through all the ones I did already.
