You need a pretty hefty gear difference between a tank and a dnc/brd to bring a tank to just their level of personal dps vs single targets (bosses).
Even worse when it comes to mobs and AoE for the simple reason that dnc and brd are perfectly capable of competing on personal damage with most other dps jobs in those situations (on top of their buffs). Support jobs don't even come close.
Too specific of a case to really bother with randoms.

Skill level I can only judge once I see the player actually going through the instance.

I do not mind people giving it to their friends in dungeons really. It's just... a big eye roll and the post was more tongue in cheek than anything.

I've met some very interesting bards in my time who don't even dot in expert roulettes so I've ended up giving my partner to tanks before after the first boss. It's also likely better in cases where they keep floor tanking which i see in dungeons.

I don't know if i have really cursed dancer runs but I almost always end up with a DPS I can barely trust to give my partner to, though usually if im doing duties I don't always pay attention to others.

Though in your case a fully melded dancer would pretty much always be better then a tank.

Oh, I didn’t realize this was a therapy zone where we air out our frustrati- well, maybe it is.

If I get dp then yay. If not no skin off my back and I go about my day hitting stuff with my scythe.

SAM > MNK/PCT/NIN/RPR/VPR > DRG/BLM > RDM > SMN > MCH > BRD > DNC

Unless there is a huge gear-/skillgap or some fightspecific stuff, you can pretty much follow this prio in most lvl100 content in the game.
If you end up dancing for a BRD with a SAM in your group you are basically griefing/wasting everyones time and shouldnt be allowed to use the Duty- and Partyfinder options imo. In that case I would highly suggest using the Trustsystem.
You as a DNC are a DPS-Extension. Thats the mainreason to play this job.

Once skill levels are on the table and masks are off, then literally anybody in the party can suddenly become partner worthy.
I just wish pve partner wasn't so stupidly cumbersome to swap, give us pvp DP so we can swap on the fly...

It's always stacked. You can try it ingame, you'll get both the 2 green buffs from your step, and the same 2 from the other DNC on top of it (so you'll have 4 of them, two that give +5 damage, one that gives esprit generation, and one that gives the ~20% partner esprit procs).
This is a myth that seems to stick in the community for some reason.
