Depends of who you ask. I downloaded on phone internet in 4 minutes, when my fibre is down.
Meanwhile some friends with fibre had over 30min or 1h of download times. It's always been like that since the dawn of times iirc.

Took me 10 minutes in a guest WIFI spot.

When this was happening to me, it was because of a router setting that had max connection per application / per connection capped. If you have access to your router or modem, check and make sure there isn't some limit per connection deep in the settings.

Literally a skill issue on your ISP's side
My third world connection downloaded the whole thing in minutes, without any caps, at my ISP's full GLORIOUS 13 Mb/s
