Someone who lived over there I know mentioned Sanfran had a massive power outage a bit ago around when it started so that may have been the cause since even lodestone itself on NA side was down to tech issues for a while.
Seems like there's a route that's timing out. On windows command prompt
type "tracert 204.2.229.11"
