Likely because it already existed as a persistent emote. Run down to the Emypyreum Snowstep Springs and you'll see it.

The list can continue for each and every emote following your brilliant logic... Point being, you're making a non-point. This is an emote that can be combo'd with others, e.g., Shake Drink > Hand Over. Let's just be honest with ourselves, your problem isn't whether it makes sense for it to be persistent.
When it comes to perpetual emotes it feels like they do the exact opposite of what would make the most sense. Noisy emotes like shake/sweep/water should definitely not be perpetual - granted the water emote isn't THAT noisy but it also bugs me that the can seemingly holds endless water. And then there's the ones where it feels plain awkward that the emote doesn't end and you're just standing there in a silly static pose, like the love heart and hildy. Meanwhile I get 3 secs with my tomestone/book and 2 bites of my food... And don't even get me started on the little ladies DANCE with the fan that I thought would be a perpetual dance for sure when I bought it on the mogstation grrrr
The solution is now clear: add a persistence toggle that applies to every emote.
Mixing a beverage takes maybe 30 seconds, whereas people spend hours at a time reading a book or staring at a screen in one sitting. And when someone gets on your case about something, they NEVER let up.
And of course, those emotes don't make any noise either. But the noise really is only a problem if it's persistent, since you're barred from spamming. Combo argument only supports it not being persistent too.
I just wish we had a slider specifically for emote sounds so I could just mute all the shakers and people sweeping. I know there's a sound effect slider that will mute them, but I need my combat sounds.
Being persistent is not the issue, this is good.
The issue is the freaking sound is permanent. The emote should not have sound if it's permanent.
I think if the emote makes NOISE, it shouldn't be perpetual!
