It would just be like anything else, first people who sign up gets to participate.

I don't think hamlet defense needs to improve its drop rates. Relics are something that are supposed to make you lose your mind, so that shouldn't be changed (unlike some other drop rates in this game...).
But I still am disapointed hamlet wasn't like what Rokien says, an open world drop in drop out content. This game severely lacks open world content. Something akin to campaign would've been perfect. I understand this system's character limitations, but there were plenty of limitations on FFXI's system as well and that never stopped it from daring to do something crazy and different. I've also participated in some of the garlean events that constantly spawn a huge number of garleans and at one point there were around 2o-4o people doing this content at a time. It was too bad that I couldn't see what was going on ten feet away from my character but it still felt like a large intense battle. I was surrounded by allies and enemies and everywhere I went I found more. Instead, for hamlet we're stuck with the same 8 people party formula trying to get drops like every other content.
Also the OP is suggesting we change this for A realm reborn which won't have such limitations, so no reason not to support this on basis of a poor engine.

So then make it like Behests where you can get screwed out of participation via lag? I mean it would be way worse than behest in that you have the ENTIRE server trying to participate in the same event at the same time. There's only one active hamlet defense at any given time. It's a horrible idea.
You don't know that it will be different. 2.0 cannot eliminate all lag all players experience. If you have to sign up to participate in an event with a set cap that the entire server is trying to do, it's not going to happen. You're excluding too many people. This would make relics even more impossible to get.
