Will Black market npc (qiqirn) stay in 2.0?

thing is, i'm near capped seals, i can save it as a reserve for later if I dun need to urgently use it up

I think the NPC is staying, I can't remember the link or where, but I remember reading them being mentioned in buying other GC gear for more seals in the future? IDK

I don't see any reason for it to be removed.
