i feel you. The problems started before dawntrail. I'm not sure if the problems stem from the same root issue or not so I cannot say if it is the devs unsuccessfully trying to solve it. Well, I'll try the VPN later for sure.

Once everything's set, just make sure you turn it on before you open the game, and then turn it off when you're done. I truly hope it helps. It saved me when nothing else would work for me.
