Its 2012-7-21.0000, means they completed it 4 days ago.

Notice the date on it? 7/21. The were still working on it four days ago. Yoshida said they would get the update in as soon as they could and I guess he meant it.... LOL

For being congested and such a big file, my download is actually booking it pretty well.
