Yeah, they said the update would be ready much sooner than usual this time around, as it is much larger than previous expansions, this is to assist people on slower connections that will take them much longer to download than usual, so everyone has the game ready to start when maintenance ends.
I always keep a new backup of the game on a removeable drive after each update to save re-downloading in case of any issues or corrupted files or if I might need to reinstall the OS or change PC's.
This is even more true now that the game has bloated from 75GB to 132GB (PC), just imagine having to re-download it all now!
Not to mention, the game will get even larger in size as they update expansions 2.0/3.0/4.0/5.0/6.0 areas, I can see it becoming 200GB+ for 8.0.

Hallelujah, game has been updated. I tried the clean re-install thing. I uninstalled the game, deleted the installation folder, even deleted the FF14 folder on My Documents just to be safe, and then just redownloaded the entire thing from scratch and that FINALLY got it done.
Thank you all for your suggestions

Just replying here and bumping this thread, since I keep having the same problem as well.
It seems to download for a few minutes, then get the error -- like I'm downloading a little bit at a time. It's still pretty frustrating though, having to keep an eye on an already slow download.
How exactly do you see if a folder is managed by OneDrive, and how do you disable that if so?

Yeah, having the same issue here. I'm pretty dumb with computers so I have no idea what this techno babble means. I'm on windows 10.

For anybody else coming along to this desperate situation, what worked for me was this:
The drive I've used up until now for FF14 used FAT32 file format. I changed the install location to another drive that used NFTS and it worked fine. Unfortunately, I still had to download the whole thing.
I'd noticed some of my other games in the last year or so stopped working on my FAT32 drive and it usually happens during an upgrade like this, so that's what clued me in to try it.
On a Windows machine you can usually determine the file system by right clicking on the drive and selecting 'properties', and see what is next to 'File System'. I don't know if FAT32 means 32 bit but I do know a lot of operating systems and software are slowly dropping 32 bit system support.

FAT32 and 32-Bit-OS are different things. ;) But FAT32 has some big limitations like 4 GB max. file size etc. This can cause some issues if a game exceeds those limits.
Edit, i have found a file, which is bigger than 4 GB:
