I had this happen to me, I didn't delete my character, just waited it out and eventually got my character moved out of limbo. The only time you'd delete your character is if they tell you to due to data corruption, nothing more.
This happens in MMOs at times, it's unfortunate but contacting SE (during week) is your safest bet even if it takes awhile it's better than just deleting all of your work, but unless you're working on a relic, XIV is so casual you can catch up in maybe 2 weeks if you're not a new player.
This is not why I hate the wards but just another item to add to that list.
Didn't they promise a real ah to 2.0 at some point or did I just dream that up?
When something like that happend to me I log in with a different character (same account) then re-log the stuck one and that usually fixes it.

It kind of sounds like you are blaming SE for the power outage. You are aware what happens when a power outage occuers, there odds that memory on your HD can be messed and cause files to be corrupt which is why you may have to reinstall the game.
You clearly stated that others players could log onto his account but you never clearly stated if you actually went through the process of reinstalling his game to see if it would fix the issue. It seems kinda odd to just start a new character for an issue that may have been fixed with by reinstalling but I guess that's their choice.
I mean sure you can start a new character but there's a possibility that if they go into the ward again they may end up in an endless loop when loading. This actually happened to me in XI once where I couldn't zone into a place because I was missing the dat file so I was unable to log onto my character but other characters could. Once I got the dat file to fix said issue I was able to go back into that zone again but honestly it sounds like he just had a corrupted file and may still have one.
Once while running through the Black Shroud, the game crashed and I couldn't log in on my main character anymore. I could log in as an alternate, but not my main. Fortunately, reinstalling the game solved the problem.
Perhaps coincidence, perhaps not, but a couple months later my hard drive died. So maybe the crash and inability to log back in on that character were early signs of hardware trouble?
A friend of mine had a similar problem with his character, which had got stuck in Cassiopeia Hollow - impossible to return or whatever. He vainly kept harassing the customer service. In the mean time, he created a new character - now almost full 50, he spends his entire life on the game since alpha tests, anyway. But half a year later, some guy from the data recovery team randomly popped up - no aggressive content here, just humor -, proud to announce that the secretary miraculously found an old backup of the lost character. A least, my bud could get back his gils and a worthless gear. What a profit he made on the whole story! :D
What I dont understand, with what information you provided, is that if others could log in with his account why didnt they move his character out of the wards and then log out. Then he could have at least made the attempt to log in. Seems a bit silly to delete your character.. you can actually live if you dont play for two weeks... and the game isnt that much a month that it will break you if you dont "use" some of that time.
I pay for two accounts, one of which belongs to my seven year old son. You think that account gets used every waking moment? No.. and it doesnt have to, because there is more to life than ffxiv, believe it or not.
Yeah, I would be frustrated too if this happened to me or my sons character. In fact I would be furious, however, with most things if you are patient and use wisdom you will see they often work out for the best. Deleting your character wasnt using wisdom.
