Historically, users who have purchased an expansion have unlocked access to the earlier expansions as soon as Early Access started, even when official announcements leading up to launch have stated that access would be granted at Official Launch. So 28 June.

It was only when pre-ordering a new Complete Edition that access was denied until Official Launch, and that was because Complete Editions have been historically excluded from Early Access at all. That is not a problem this time as the DT-inclusive Complete Edition is not on pre-sale.
