Are you sure you have the same problem? If your game crashes after hitting play, that's something else entirely.
The C650 series all have integrated graphics chips, and may not meet minimum system requirements to launch the game.

The stuff about lowering your internet explorer security settings is particularly important. Under the security tab, set the first three zones as low as they can go. You might even consider re-installing the browser entirely.
Also check that you're not connecting through a proxy.
I just bought the game today and I'm having the similar (if not) same problem. Every time i try to click play it pops up with a message saying a problem has caused the game to stop working. Running Windows 7 Inspiron 1545
Yes, I've tried everything you've suggested... CCleaner on caches + registry, ipconfig/ flushdns in cmd prompt, and lowered internet explorer security, still no change. Video driver/ java is 100% up to date. The other 2 posters doesn't sound like the same problem, I don't get a crash or error code, just nothing happens.
If it adds any insight to the situation... I randomly get script errors when attempting to type in SE ID or password. There are no numbers or words associated with the script error, just says script error. Happens if I don't run in appropriate compatibility mode, randomly about 10% of the time, or if I type in the wrong password once then try again.
The login window and the play button are tied to an internet browser, so there's some setting in one of your browsers that may be stopping the page from loading properly.
Uninstalling and re-installing your browsers might help. Make sure you delete any folders left behind, and run Ccleaner again between uninstall/reinstall.
You might even re-install adobe flash while you're at it.

Actually, it's tied to IE and IE only. I have IE disabled everywhere possible, yet the login screen is still displayed by IE, simply because windows explorer IS internet explorer.
All I had to do to be able to play is set my security for the internet zone to medium-high. I have UAC disable though, so maybe it's an issue when you install ffxiv into your c:\program files directory with UAC enabled. It will then block programs from starting other programs in that directory unless you run in admin mode.
The minor increase in safety UAC gives is imho not worth all the trouble - this is why the first thing I do after installing windows is to shut it off.
You don't, the game will NOT run on an intel integrated GPU - this is what your laptop has. And even if you would be able to get it to run, you'd be watching a slideshow as performance of intel cards is the worst among all GPUs.
