Anyway, I wouldn't worry about you LS or friends being tossed around the serververse, that would be some major league foot shooting by SE. And if your LS or friends wish to re-locate servers IF they provide such an option (which i personally doubt since they sorta just did that) I expect they would inform you so you could decide for yourself if you want to stay or go.

Legacy states 8 characters per server for a maximum of 40 characters, which would be 5 servers you could max your character list on. Having that many maximum characters you could make a multiple characters in every server, but you couldn't have 8 in each.

I actually dislike most f2p games like GW2/GW and whatnot. Nice assumptions though. Paying $1 more for each character slot ($3 in this game lol) is retarded. Yoshida has acknowledged this as well.

It doesn't do anything to the servers, nor is it a problem to be allowed multiple character slots. Don't know why people are so against it.
