Wanting to press more buttons and have more fun in a video game is not the same thing as performing an actual IRL job efficiently by doing less. This is such a stupid comparison.
I mean, intention to stirr the pot or not, they're not wrong. There's a difference between not needing 100% of your kit for every fight, and 80% of your kit being situational at best. I don't play Savage or EX, let alone Ultimate, so take my opinion with a grain of salt, but as a lv 90 WHM I could do my job properly with ONLY Glare, Holy, lily spells, Assize, and Asylum. Even Benediction and Raise are a "what if" rather than "I NEED these." so roughly 2/3 (or even 3/4) of all my actions are just sitting there collecting dust regardless of what level or type of content I'm doing.
Meanwhile i'm playing my Monk using pretty much my whole kit (plus using Faint) all the frick'n time when the content permits it.
If this complaint is focusing on level-sync'd content.... then i feel like that's a completely different type of conversation to have, but players should be making use of their full kit at current content; otherwise they are just... well i don't know, i can only speak for Monk and Myself.
We definitely aren't the same though.
Crappy attitude and validity aside, the issue is the OP offers no suggestions on what can be done about it. His contribution is only to add to the toxic cesspool of the forums and to attack anyone who does not share the same kind of ire he does, or reflects it right back at him.
When you can only complain, you are not a solution the problem. You're part of it.
Between the hyperbole and the vague information I'm not sure which of two very different topics this thread is trying to tackle.
If you are a DPS not a lot of your kit is optional so generally you want to use the majority of what is available to you at any one time.
Healers may feel different about this but then I'm of the opinion that the devs never figured out what they want healer gameplay and balance to be like so we're stuck with the mess we have until they do.
If this is about level syncing and some levels "breaking" some Jobs harder than others then yes, there are cases where getting synced below a certain level can make Jobs feel absolutely bad.
My favorite least favorite example of this is getting Brayflox with two Dragoons, it's a miserable experience for everyone involved.
New Jobs seem to handle this better, not feeling great but at least not feeling completely broken in certain ARR dungeons. I don't think they'll ever find a way to make level syncing feel good, because losing a part of your kit you've grown accustomed to seldom does, but there's Jobs that could do with some restructuring to at least allow for basic feature parity at certain dungeon level breakpoints.
Personally, I just learned to avoid the issue by identifying which classes feel the worst for me when synced to certain levels and just avoiding to run roulettes liable of syncing me down to those levels on them.
You could stick to doing just end game content (or at least current job level content) 100% of the time.
It's your choice to participate in the roulettes where you know in advance you will be placed into lower level content.
I can't agree with the idea that having your full toolkit will make Sastasha fun to do for the 67th time. It's still just Sastasha in the end. Same with other dungeons.
Addiction and/or sunk cost fallacy usually.

Wish it was a meme, but after horrible changes? this has become quite literally, factually and statistically speaking 1/5th of our Gameplay...
The devs don’t read these forums anyway, if they did they would have enough suggestions (good and bad) to make 64 other MMO’s on top of this one, why is a complaint on the complaints forum only valid if you provide a solution, especially since we all know you’d disregard the criticism of you don’t like the solution either
