Not working for me. I'm right before the Quarter Master at the coordinates you listed and when I click on him there are no options that appear.
I'll abandon, then reacquire.

Oh, nvm, I am such a dummy! I was at the wrong NPC. I tried the OIC Quarter Master, when I should have been over a bit to the right at the SERPENT Quarter Master!
Sigh...TYVM!
