+1 to this, making the player hub have a swimming area would be very nice! And while at it, we should be able to go underwater, I think it would make for cute Gposes!

Swimming – in its current state, regardless of hypothetical alternate designs – doesn't really feel exciting enough to care about its presence or absence in a zone.
You want to be able to swim in Rhalgr's Reach because the quickest way to get from some locations to other locations is a straight line across the lake, but that doesn't make it any better than doing the same on dry land.
Even in places where you can swim just for the sake of it, I don't get much desire to do so.
I wonder if you can't swim because swimming requires the player to be able to get on a mount. I can't offhand think of any swimming allowed zones that don't also allow being mounted.
Could be a case of swimming being coded as a mount animation.
If that was the case, then I don't think you'd be able to use mounts while swimming.
Also, fashion accessories are apparently handled as mounts but you can use them in places where you can't use mounts.
My own guess at why swimming might not be used in cities is that maybe there's a size limit to how big a city zone you can be, and once it's full of city there might not be not much room left for swimming without quickly hitting invisible walls.
I was quite disappointed when l found l can't jump into the water in limsa back then when l picked up this game. Kinda miss how l can jump in canal to swim to the other side instead of walk on bridge in stormwind city. Got used to how restrictive ff14 is, but still can't forget that disappointment.
Swimming never really became popular among the masses. It peaked during its intro in Stormblood, but every expansion since has been reducing it. It requires a lot of work for very little, if any return.
I'll care about swimming in cities when there's actually a reason to do it.
Also once I can put aside the reason why you would really not want to swim in or near a city. (Hint: Where do you think people living near water dumped trash, bodily waste, and other refuse before landfills and sewage treatment plants?)
There was that glitch you could use very briefly when Island Spanktuary was new that let you load into town while still mounted. I doubt it's a code issue unless it's that the swimming = mounted thing is so incestuous that they have no way of adding a conditional that allows the one but not the other without making more server hamsters die of carbon monoxide poisoning.
