Well, i think the offhands actually all drop from any of the hamlets as top 20. Ive been getting all kinds of offhands from each location as top 20.
Cullinarian knife at hyrstmill, scythe at aleport, etc. Just random i think. I might be wrong and am just not remembering it correctly.
