Maintenance is always around the weekly reset because when they add new tomestones or content with a weekly lockout (like 24 man raid) nobody gets an advantage by running it between the maintenance and the weekly reset. Everyone gets the whole week to complete stuff.
And I guess because it makes working easier all the (planned) maintenances are on tuesday around the weekly reset, even when nothing new with a lockout gets added.
In the history of updates for games and maintenances they have always happened for every game on a Tuesday. tomes have also always reset on Tuesday. They always give a week advance notice for maintenance.
But in the end, why is the OP complaining? He doesn't know, he doesn't want to know. So he doesn't know.
There probably like every other person who fails to read lodestone and the multiple days warning when logging in that there is a maintenance so they can complain because of the lack of reading. Then get angry because there supposedly inconvenienced from the maintenance.
Yes, I'd understood that he didn't read, but that's just silly!
There's also a pop-up screen when you launch the game, so you really don't have to be playing the game of the week not to see it, and this is probably the case.
The sensible routine for any MMO player is to see when there's maintenance, even if it's true that you always get tourists posting on the forums that they can't log in because there's maintenance, that's beyond me.
