That's not a dev problem. That's a community problem. Not their concern.

I like the idea I saw on these forums of Criterion dungeons giving gear the iLvl of which is 5 behind the current Savage gear. Would actually give people incentive to do Criterion and would be good for gearing alternate jobs.
SE won't just remove the cap without changing something.
How about if they let players opt into "unlimited capped tomestone" that you can only change at the start of a gear tier (X.0 X.2 X.4). You are locked in at the reduced, but unlimited rate for the entire cycle. Instead of earning at the current rate, you earn at a 1/3rd or 1/4th rate. Run content all you want to gear up. But you'll have to work for it.
