Add a cooldown for re-using mechs after losing one and we're talking as far as I'm concerned.
But more importantly, the main problem of the mode is how extremely rule heavy and convoluted it is for a newcomer. There is a reason certain pvp modes work better: you hop in, it's obvious what you have to do, and you can eventually learn the little details on the way over time. That's not the case for RW. Nothing tells people how to use mechs and what they're each for, nothing tells exactly what those trains are for every time they show up (because ofc every train does a different thing), the battlefield mechanics and synergies are a lot harder to decipher, etc.
MOBAs actually also suffer from this in a way. The difference with a MOBA is that it's literally what the game has to offer. People play it for it. In XIV it's side content.
