It's a stupid restriction since it doesn't stop me from buying FCs on an alt account and transferring them to my main account lol... all it's done is stop a member of my FC from bidding on an FC plot on an alt character.
But you really make me want to fill my account up with alt FCs now just so that i can take over a ward and annoy you even more :D

It is a guidance, not a restriction. If it was a true restriction, SE would have put it in so that once a person has purchased a FC plot, may never do so again. In this case, OP's partner only needs to leave the FC she purchased so she can help bid on the FC plot for her friend's FC. Wouldn't that be breaking the ToS based on your assumptions too?
Serious, off topic question for you. Do you also sit in Limsa, reporting anyone you think is ERPing the wrong way?
The rule is the same for everyone. There are no fringe cases where it's ok for someone to bid but not ok for someone else to bid. If you have a character that both bought a house and also "maintains" it by staying in the fc, you can't bid. If you don't have such a character, you can bid. End of story. It's not possible to break the rules because the game doesn't allow you to bid if you don't fulfill the conditions, as the OP has described.
According to the rules as they are written and as the game allows you to do:
- OP can bid with any character since he has not bought a free company house
- OP's partner can stop maintaining the house she bought by leaving the fc, and she can bid with any character after doing so
- if OP's partner wins the house for the friend's fc, the friend is still eligible to bid with any character because they have not bought a house

They never implemented anything that strict, you're reading old threads wrong. The current restriction is the one that was briefly and silently reversed for a time, where new buyers weren't setting off account-wide flags at all.
I too received the same Error report: Lottery entry and plot purchase unavailable. No more land may be purchased on this world by characters attached to this service account. I read these postings and did have the character that won the FC house, leave FC, rejoined, wait the 30 days, reattempt, and the bug still existed. I then removed my other alts and rejoined, waited 30 days, reattempt bid, and the bug still existed. Anyway, since this post is ongoing, it doesn't appear Square will correct the problem even after reporting errors. Housing within the game FFXIV must be Square Enix beast of burden, loving the profit from Store Shop on housing items, but hate fixing this problems within the game for housing. I think all players want the same opportunities as other players. #heavysigh
