They introduced de-ranking, which is fine. Rank decay is where if you don't play your rank will "decay" and lower. Games that have it usually have the decay set to once a week. It keeps people from just reaching the rating they want and just sitting on it by not playing anymore.

People mostly play during the very early and very late season. Outside of that it's very quiet and if you somehow manage to get a game, be prepared to see the same 9-12 people for the next hour or two.
