As someone who has to deal with locked bullcrap as a hrothgar, I support this 100%. The questionable design choices, whether intended or not due to coding or body framework limitations, are incredibly annoying.

While this is something I wholeheartedly support, I wonder how feasible it is, I wonder if the horns are baked onto the model in such a way that separating them would be too much... I mean we still have one and a half incomplete races in the game.
Considering they had to add a whole new face to just give male Midlanders a stubble instead of just giving them an extra facial hair option, I would imagine that they'd probably take a similar route. The entire character creator could use an overhaul at this point though.
I want gradient horns too please. More CC is desperately needed.
The reason tails can be customized more than horns is likely because Au Ra are piggybacking off of the system that was already in place for Miqos, in fact I do believe Yugiri originally used a modified Miqo model initially because she was introduced before Au Ra were in the game, so it is probably less that they "take precedent", and more "it was easy to make this part work, the other part... not so much...".
All of this is so limiting. This character customization is way too dated. Between this and only having a handful of hairstyles added each year, they don't give us a lot of options.
At least they should also add new facial hair, make-up, tattoo or scars to give us more options.
This is really something that deserves an overhaul.

Because a lot of options we have are "unavailable" in other races (example: sliders) because they've been repurposed. So a fresh and more robust customization system that allows for more options can make stuff like this viable in the future.
I would speculate that it's not specifically because they're built off Miqo'te, but that "the thing the slider does" is more compatible with altering tail length (a simple stretching of the model in one direction) than the more complex resizing that would be needed for horns.
